About the Center for Humanitarian Demining
Mission, powers and the role of CHD in restoring a safe environment
Mission
The main mission of the Center is to restore a safe environment, which is a key factor for economic recovery and community development. The role of the Center for Humanitarian Demining is to implement an effective and transparent humanitarian demining process that contributes to restoring safety and stability in regions affected by explosive ordnance.
CHD coordinates work with certified mine action operators, procures demining services through the Prozorro system and monitors the quality of completed work.
Role of the Ministry of Economy of Ukraine
Coordination of state policy implementation regarding humanitarian demining is the competence of the First Deputy Prime Minister of Ukraine — Minister of Economy of Ukraine, and includes:
- Ensuring coordinated operation of the mine action system in Ukraine
- Development of the National Mine Action Strategy until 2033 and the Operational Plan for its implementation
- Building mine action capacity in line with current Ukrainian realities
- Establishing effective communication with national and international stakeholders
- Developing productive cooperation with governmental and non-governmental donors
National Mine Action Authority
The activities of mine action entities in Ukraine are coordinated by the National Mine Action Authority — an interdepartmental auxiliary body under the Cabinet of Ministers of Ukraine.
The Ministry of Economy is developing the National Mine Action Strategy until 2033 and Operational Plans.
The Ministry is also working on creating a Platform for developing innovative technological solutions in mine action.
Tasks of the Center for Humanitarian Demining
The Center for Humanitarian Demining (CHD) is a budgetary institution under the management of the Economic and Financial Department of the Secretariat of the Cabinet of Ministers of Ukraine.
- Implementation of the state program for compensation of agricultural land demining costs
- Ensuring the return of land to safe and productive use
- Procurement of demining services through the Prozorro system
- Document verification and quality control of operator work
