Victim assistance refers to a set of measures aimed at meeting the needs and rights of victims of explosive ordnance. Victims can receive assistance from both the state and non-governmental organizations — national and international.
State Support for Landowners
Consumers in the field of mine action include various entities — owners of small land plots, large farmers and agro-companies, forest and river enterprises.
There are several mechanisms through which consumers can initiate work to secure land from explosive ordnance contamination:
- Emergency demining — through government agencies
- Humanitarian demining — through the Center for Humanitarian Demining
- Commercial demining — through private operators
Withdrawal of land from use due to EO contamination is grounds for additional state guarantees — in particular, regarding land tax exemption and rent payments.
