Compensation of farmers' costs for humanitarian demining of land, enabling the return of territories to safe use and promoting economic recovery in regions affected by explosive ordnance.

Requirements

Program Participation Requirements

1

Contamination of plots is confirmed by the Mine Action Center based on non-technical survey results by certified operators

The farmer is not under NSDC sanctions pursuant to the Law of Ukraine "On Sanctions"

3

The final beneficiary of the producer is not a citizen of the aggressor state, a member of a terrorist organization or a participant in a legal entity associated with terrorist organizations

The farmer has no tax debt (except land tax and single tax Group IV) as of the 1st of the month preceding the application

5

The producer's enterprise is not in the process of bankruptcy, liquidation or termination of activities

6

The farmer is not a related party to the certified mine action operator with whom the contract is concluded

Process

How to Receive Compensation

Application Submission

The agricultural producer submits a compensation application through the State Agricultural Register (SAR). Application formation is completed by applying an electronic signature.

Compliance Review

The Center verifies the producer's compliance with requirements using data from state registries and sends a request to the STS. Applications are reviewed in order of receipt.

Opening Escrow Account

Within 5 business days after application approval, the farmer opens an escrow account at an authorized bank.

Demining Services Procurement

The Center initiates procurement through public tenders within 3 business days. The winner is determined based on results and a contract is concluded.

Funding

After receiving budget funds from the Center, authorized banks transfer them to producers' escrow accounts within 3 business days.

Work Execution

The operator begins demining within 5 business days. Upon completion, provides a territory clearance certificate. The bank transfers funds to the operator.
