Humanitarian demining is a type of demining that involves certified activities for the gradual clearance of contiguous areas outside the combat zone (more than 20 km from the contact line), including agricultural land, with quality control and handover of cleared territory.
The main goal of humanitarian demining is the safety of people, so they can return to their homes and resume a normal life.
How the Market Works
Like any other service sector, the humanitarian demining market is built on consumer demand for a specific product — land clearance services — and the supply from service providers — operators capable of providing such services.
The humanitarian demining market provides that any individual or legal entity can order land clearance services from private operators. Procurement of demining services is done through the Prozorro electronic public procurement system Prozorro.
The government compensates 100% of demining costs from the budget for agricultural producers planning to demine farmland. For farmers who demined their plots between 24 February 2022 and 15 April 2024, compensation amounts to 80%.

How to Get Compensation
Application Submission
The agricultural producer submits an application for compensation through the State Agricultural Register (SAR). The application is finalized by applying an electronic signature.
Compliance Check
The Center verifies the producer's compliance with requirements using data from state registers and sends a request to the State Tax Service. Applications are reviewed in order of receipt.
Escrow Account Opening
Within 5 business days after the application is approved, the farmer opens an escrow account at an authorized bank.
Demining Service Procurement
The Center initiates procurement through public tenders within 3 business days. Based on the results, a winner is determined and a contract is signed.
Financing
After receiving budget funds from the Center, authorized banks transfer them to producers' escrow accounts within 3 business days.
Work Execution
The operator begins demining within 5 business days. Upon completion, provides a territory clearance certificate. The bank transfers funds to the operator.
