Norway provides additional funding for humanitarian demining in Ukraine

Ihor Bezkaravainyi presented the concept of a prioritisation system for humanitarian demining. The Deputy Minister of Economy outlined the key principles and mechanisms of the system that will determine which territories should be demined first.

"The prioritisation system is based on data analysis and clear criteria: threat to human life, economic potential, community needs, and infrastructure requirements. We are moving from subjective decisions to evidence-based planning," said Ihor Bezkaravainyi.

The concept includes several key components: a database of contaminated territories, analytical algorithms for assessing risks and impacts, a decision-making tool for planners, and a feedback mechanism for continuous improvement.

"Prioritisation is not about choosing who deserves demining and who doesn't — it is about ensuring that limited resources produce the maximum possible impact. Every territory will be cleared, but the order and timing depend on data-driven assessment," explained the Deputy Minister.

The concept was developed in cooperation with international partners, including GICHD, and is based on best global practices adapted to Ukraine's specific conditions.

"The concept has been well received by partners. We are now moving to the implementation phase, developing the technical platform and piloting the system in several regions," noted Bezkaravainyi.
