New architecture of the mine action system: Tony Blair Institute presented the White Paper

A new architecture for the mine action system: the Tony Blair Institute presented a white paper. The document proposes a comprehensive reform of the mine action system in Ukraine, aimed at increasing efficiency, transparency, and coordination.

"The white paper from the Tony Blair Institute is a valuable analytical contribution to the discussion about the future of the mine action system in Ukraine. It offers specific recommendations on institutional reforms, process optimisation, and integration of technologies," said Ihor Bezkaravainyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

The white paper is based on an analysis of the current state of the mine action system in Ukraine, international best practices, and consultations with Ukrainian government officials, operators, and international partners.

"We studied the experience of the most successful mine action programmes in the world — in Cambodia, Colombia, Croatia — and proposed an architecture that combines the best international practices with Ukraine's unique needs and capabilities," explained the Institute's representative.

Among the key recommendations: strengthening the role of the central coordination body, improving data management and information systems, optimising the certification and procurement processes, and greater integration of technologies into the demining workflow.

"We consider the white paper as a starting point for discussion. Some recommendations are already being implemented, others require further analysis. But the overall direction — towards more effective, technology-driven, and transparent mine action — fully aligns with our strategy," noted the Deputy Minister.
