An improved approach to the procurement of agricultural land demining services: results of a meeting with mine action operators. The Ministry of Economy held a consultative meeting with certified mine action operators to discuss improvements to the procurement process.
"We listened carefully to the operators' feedback and made specific improvements to the procurement procedures. Our goal is for the process to be transparent, competitive, and convenient for all participants," said Ihor Bezkaravainyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
Operators raised several key issues: the need to optimise the time between the announcement and conclusion of auctions, clarification of technical requirements for work performance, and improvement of the quality verification process.
"We have a common goal — to demine as much agricultural land as possible in the shortest time. The procurement process must promote this, not hinder it. Based on the input from operators, we have developed specific improvements that will take effect immediately," explained the Deputy Minister.
Among the changes: simplification of documentation requirements, clarification of evaluation criteria, and optimisation of timelines for individual stages of the procurement process. All changes are aimed at accelerating and facilitating operators' participation in auctions.
The meeting is part of regular dialogue between the Ministry of Economy and mine action operators, aimed at continuously improving the efficiency of the agricultural land demining compensation programme.
