Development of the prioritisation system and strengthening of anti-corruption: the Centre for Humanitarian Demining signed a memorandum with the "Partnership for a Strong Ukraine" programme. The memorandum establishes a framework for cooperation in two key areas — development of a transparent prioritisation system for demining and strengthening anti-corruption mechanisms in the sector.
"Transparency and anti-corruption are fundamental principles on which we are building the mine action system. The memorandum with 'Partnership for a Strong Ukraine' strengthens our capacity in both directions — we are developing a prioritisation system that ensures objective decision-making, and strengthening controls to prevent abuse," said Ihor Bezkaravainyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
The prioritisation system will use data analysis and clear criteria to determine which territories should be demined first. This ensures that resources are directed where they can have the greatest impact and reduces the influence of subjective factors on decision-making.
"A transparent prioritisation system is the best anti-corruption tool. When decisions are based on data and clear criteria, there is no room for arbitrary choices," noted the programme representative.
The memorandum also provides for the development of monitoring and audit mechanisms that will ensure oversight over the expenditure of funds in the mine action sector.
"We are open to external oversight and welcome initiatives aimed at strengthening integrity in our sector. The trust of partners and the public is our most important asset," emphasised the Deputy Minister.
