FSD (Swiss Foundation for Mine Action) increases operations in Ukraine

The Government is strengthening the coordination of structures involved in humanitarian demining. A decision has been adopted to improve the coordination mechanisms among all agencies and organisations participating in mine action in Ukraine.

"Humanitarian demining in Ukraine involves dozens of agencies and organisations — the Ministry of Economy, the State Emergency Service, the Armed Forces, the Mine Action Centre, certified operators, and international partners. Effective coordination among all these actors is key to achieving maximum efficiency," said Ihor Bezkaravainyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

The new coordination mechanism provides for clear delineation of responsibilities among agencies, regular coordination meetings, a unified information space, and common standards and procedures.

"We are moving from a model where each agency worked somewhat independently to a model of integrated coordination. This allows us to avoid duplication of efforts, share data, and jointly plan operations," explained the Deputy Minister.

The strengthening of coordination includes the creation of regional coordination centres that will manage demining operations locally, ensuring rapid response to needs and efficient resource distribution.

"Coordination is not bureaucracy — it is a practical tool that increases the efficiency of every hryvnia and every hour invested in demining. When all participants work in a coordinated manner, the results increase manifold," noted Bezkaravainyi.

The decision is part of the broader institutional reform of the mine action sector, being implemented in accordance with the National Mine Action Strategy.
