The Humanitarian Demining Center officially opened

The Government has improved the procedure for using funds for the agricultural land demining programme. The changes are aimed at increasing the efficiency and speed of fund disbursement for compensating the cost of demining.

"Feedback from operators and farmers showed that certain aspects of the fund disbursement procedure could be improved. We have made specific changes that accelerate payments and simplify the reporting process," said Ihor Bezkaravainyi, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

Among the key improvements: shortened periods for reviewing applications and making payment decisions, simplified reporting requirements for operators, and clarified procedures for quality verification of completed work.

"Each day of delay in payment is a day when the operator has to finance the work from its own funds. Faster payments improve cash flow for operators and encourage more companies to participate in the programme," explained the Deputy Minister.

The changes were developed based on an analysis of the programme's experience during the first year of operation and consultations with all stakeholders — farmers, operators, banks, and the Centre for Humanitarian Demining.

"We treat this programme as a living system that should be constantly improved. We listen to feedback and make changes that increase efficiency," emphasised Bezkaravainyi.
